Shien completed his doctorate degree in public health with a concentration in health policy and management from Saint Louis University, St. Louis, Missouri. He has extensive experience in both health economics and outcomes research.

Shien has designed and conducted numerous evaluations of health technologies (e.g., cost-effectiveness, cost-benefit, and budget impact analyses). He is highly experienced in modeling the course of diseases in many areas, particularly in Alzheimer’s disease, multiple myeloma, multiple sclerosis, and schizophrenia using advanced modeling techniques such as discrete event simulation and Markov modeling. He also has extensive experience in quantitative analysis of clinical and patient-reported outcomes (PRO) data, particularly from clinical studies. He created Evidera’s Clinical Outcome Assessment (COA) Analytic team, within the Evidence Synthesis, Modeling & Communication group, specializing in statistical analysis of COA/PRO data collected from clinical studies to support product review by the regulatory and/or health technology assessment (HTA) agencies, and the dissemination of COA/PRO value messages of health/medical technologies and products. In addition, he has been validating numerous COA instruments for their use in clinical studies to assess treatment effects on COA/PRO endpoints. His COA Analytic team has successfully supported more than 30 clinical studies across various therapeutic areas in developing and implementing statistical analysis plans of COA/PRO data (and the number continues to grow).

Shien has published numerous scientific papers in many peer-review journals, such as Haematologica, Leukemia, HemaSphere, Current Medical Research and Opinion, PharmacoEconomics, International Journal of Technology Assessment in Health Care, and Ostomy and Wound Management, and has presented at various conferences, including ASH, ASCO, EHA, AHA, AAN, and ISPOR.
